African Centre of Excellence for Water Management (ACEWM) is established with the motivation to develop and establish a collaborative world-class centre of excellence to be known as the “African Centre of Excellence for Water Management (ACEWM)” in Addis Ababa University (AAU), Ethiopia. The most important rationale for establishing ACEWM is the need for development of highly skilled human resource capable of handling more complex water management problems in a holistic, integrative and transformative approach. This includes teaching, innovative research, internships, on job technical training and community outreach programs using broad-based partnership approach. Job summary

The junior procurement specialist will be a core member of the ACEWM project staff, operating under the supervision of the Project Manager, ACEWM center heads and in close collaboration with other members of the ACEWM. She/he will be responsible for assisting the design and implementation of ACEWM`s Procurement as well as other related activities.

  • Support in ensuring full compliance of procurement activities with World Bank and the Government of the Federal Democratic Republic of Ethiopia`s rules, regulations, policies and strategies: elaboration of the effective internal control, proper design and functioning of a client – oriented Procurement Management System.
  • Assist in timely and proper preparation of procurement plans their efficient and effective implementation
  • Assist the Senior Procurement Specialist in playing a leadership and advisory role to client and colleagues in handling complex procurement tasks and issues.
  • Participate as a member of ACEWM team in the development of new projects, project design, review of the procurement plans and prior reviews bidding/request for proposal, bid/technical evaluation reports and contract documents during implementation and post review of contracts

  • Assist in implementing contract strategy in the project funding tendering processes and evaluation, contractor appraisal, evaluations and negotiation of offers, management of the contract and contractor, legal considerations and payment conditions, risk assessment
  • Purchase logistics and accommodation for regional students and faculty, air tickets for student and faculty
  • Assist in undertaking efficient procurement of goods and services
  • Assist the project manager to coordinate procurement under the project
  • Support in maintaining project procurement audits according to project requirements
  • Assist in preparation of a range of procurement related documents and reports.
  • Assists in the management of procurement contracts
  • Supports in managing the implementation of the Procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement
  • Participates in facilitation of knowledge building
  • Performs inspection of properties and reporting on condition
  • Undertakes periodic inspection of properties and reporting on condition
  • Maintaining accurate Property records with manual and automate system
  • Assists in preparation of Semi-Annual and Annual reports with other team members
  • Undertakes any other work/task that is assigned by the senior procurement Specialist, Project Manager or Heads of the Center.

Main Tasks and Responsibilities:
Skills/Qualifications:

  • Contract administration; purchasing management and communications;
  • Experience in World Bank financed projects and World Bank procurement procedures highly desirable;
  • Strong communication skills and persuasiveness in presenting discussing and resolving difficult issues both orally and in writing;
  • Fluency in written and spoken English is essential;

Education and Experiences:

  • BA and above in purchasing management; procurement and supplies management engineering;
  • Minimum of five (5) years for BA and three (3) years for MA of relevant work experience;
  • Experience in World Bank procurement requirements is a plus;

Evaluation and selection process:

Applicants who clearly meet the Education/Experience requirements and basic eligibility requirements will be further evaluated. Applications will be initially screened by the ACEWM to determine whether applicants have met the advertised minimum qualifications. Final selection of candidates will be made and those selected will be invited to an interview in order to select the best qualified candidate.
