Brief Description of the Project
The goal of this project is to train and educate a workforce, equipped to deal with the interrelated and interconnected challenges of human, animal and environmental health. “One Health”, is a public health approach promoted by the WHO that considers the health of humans, animals and the environment in all policies and programs. This requires a paradigm shift in teaching and training of veterinary and human health professionals, environmental and social scientists, and to bring their understanding to a level that they can assess the implication of any change sub-system or a policy on the entire system.
The project is implemented through the collaboration between the Arctic University of Norway, (UiT), Addis Ababa University (AAU) and Malawi University of Science and Technology (MUST), Norwegian research institutions; Norwegian Veterinary Institute (NVI) and Norwegian Institute of Bioeconomy Research (NIBIO).
The aim of this project is to establish and strengthen the quality and relevance of “One Health” education and research. At the very core of this project lie the establishment of One Health curriculum at postgraduate level (Masters and PhD program) and the implementation of Joint research focusing on One Health public health issues in urban and suburban areas.
The research component of the project aims to initiates trans disciplinary cooperation between medical, veterinary and One Health approach environmental sciences based on a strategic research agenda “One Health” in urban and suburban of Addis Ababa, in Ethiopia. More specifically, the project aims to:
- Identify, map and understand the linkages and trade-offs between the urban-suburban nexus and One Health components for policymakers and researchers to collaborate and solve the complex
and interrelated problems that confront health, resource management, and sustainable urban and suburban development. - examine ways for urban and suburban governance that exploits synergies of the Nexus and to reconfigure the trade-offs, toward the human, animal, and environmental health.
- create an interconnected knowledge platform with cross-sectorial indicators to develop assessment and evaluation frameworks and to advance decision support tools.
- To make possible partnerships between relevant stakeholders, in particular researchers, policymakers, and those who apply knowledge, for long-term strategic cooperation across scales
and disciplines.
The research outputs include models that links of urban-suburban nexus and One Health elements, health risk assessment and management framework, and socio-economic impact assessment framework that will significantly provide decision-supporting tools for effective and efficient intervention strategy and policy recommendation.
To support these efforts, the project is seeking to hire motivated individuals as post-doctoral researcher.
- Postdoctoral Position on Urban and Suburban Nexus in One Health
Specific Duties:
- Harmonization of data transfer, which aims at standardizing the comparability of different surveys
- Scenario development, relevant scenarios include a change in environmental conditions, implementation by modeling the links of nexus and One Health elements;
- Developing health risk assessment, and management framework;
- Establishment of sustainability working group and develop health intervention strategy based on One Health principle.
- Mentorship and training
- Participation as a co-investigator on multi-disciplinary team science
- Development and submission of manuscripts for peer-reviewed publication
Deliverables
- One Health Models of diseases linking urban and suburban nexus;
- Health risk assessment, and management framework;
- Socio-economic impact assessment framework; Sustainability working group report and One Health intervention strategy;
- Stakeholder workshops will be arranged;
- At least two scientific articles
Education Requirement:
- PhD or equivalent in in one health related fields within the last 4 years.
Work Experience: - The applicant should have experience in health research data generation, in one health related research, and application of models and/or algorithms.
Required Skills:
- Skill in Linux OS, R, and related Computational techniques
- Excellent oral and written communication skills

BACKGROUND OF ACEWM
The African Centre of Excellence for Water Management (ACEWM) is a collaborative world-class teaching and research center for Eastern and Southern African Countries which is hosted by the Addis Ababa University (AAU). The aim of ACEWM is to develop highly skilled human resource capable of handling more complex water management problems in a holistic, integrative and transformative approach. ACEWM’s students and trainees are from Ethiopia and other African Countries. Teaching and research faculty will be mobilized from national, regional and international partner institutions. Hence, to support its activities, the ACEWM is looking for a highly motivated candidate to fill key position for Finance Management. The work station will be at the College of Natural and Computational Sciences (4-Kilo Campus), Addis Ababa University, Addis Ababa.
STATEMENT OF DUTIES
The Finance Manager (FM) will ensure that financial management of ACEWM is properly handled and will provide senior leadership in professional financial services consistent with generally accepted accounting principles, AAU/MOF regulations and the World Bank Requirements. The FM will ensure that clear systems and procedures are in place and followed at all levels of the program. The FM is responsible for monthly reporting to ACEWM management and preparation of budget and reports. The FM is a member of the senior management team and will provide experienced guidance on strategies and compliance. The FM will have supervisory responsibilities for staff in the finance section. He/she is also expected to ensure that internal controls, procedures and guidelines conform to the requirements at all levels.
ESSENTIAL JOB FUNCTIONS
- Executes, directs and supervises effective management of the center financial records,
- Lead the development of program budgets with input from annual work plan and other units of ACEWM.
- Prepares and submit annual and other periodic financial reports.
- Ensure the finance operations are in accordance with the universities policies and procedures, the government proclamation and directives, and the World Bank (WB) procedures.
- Assess center’s financial management capacities and provide ongoing mentoring and supervision.
- Develop plans, policies, manuals and procedures which contribute to the effective administration and control of the center finance,
- Ensure accurate and timely submission of monthly financial reports to the ACEWM management ant to the WB..
- Performs various audit functions to ensure accuracy and consistency with the existing policies and procedures.
- Review and approve the monthly payroll and stipends and ensure timely payment of taxes to the Ethiopia Inland Revenue Authority.
- Review of monthly balance sheet reconciliations including the bank reconciliations.
- Liaising with internal and external auditors to facilitate and address audit queries.
- Ensure accounting events are recorded and classified on a timely basis and consistent with the corporate chart of accounts.
- Supervise finance staff assigned under him/her.
- Other duties as assigned by the ACEWEM Director.
SKILLS/QUALIFICATIONS
- Developing Budgets, familiar with Finance Software Tools (Peachtree), Process Improvement, Tracking Budget Expenses, Self-Development, Planning, and Performance Management.
EDUCATION AND EXPERIENCE
- BA degree and above in accounting and financial management.
- 8 years and above for BA and 6 years and above for MA in project finance management.
- Experience in result-based project finance management and World Bank financial management system.
- Experience of supporting financial management and reporting operations within a donor (WB) funded project context.
EVALUATION AND SELECTION PROCESS
