1. Position: Program Manager

Background of ACEWM
Africa Center of Excellence for Water Management (ACEWM) a collaborative world-class teaching and research center for Eastern and Southern African Countries and hosted by the Addis Ababa University (AAU). The aim of ACEWM is to develop highly skilled human resources capable of handling more complex water management problems in a holistic, integrative and transformative approach.

Job Summary:
• The program manager will be a core member of the ACEWM project staff, operating under the supervision of the ACEWM Leader, and in close collaboration with Project Management Team and other stakeholders. The program manager accomplishes ACEWM project objectives by planning, executing and evaluating project activities.
Main Tasks and Responsibilities:
• Achieves operational objectives by contributing information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality and customer service standards; resolving problems; completing audits; identifying trends; determining system improvements; implementing change.
• Enhances ACEWM reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
• Manage national, regional and international academic, government and private sector partners.
• Establish, maintain and manage communications among all parties involved the project coordination and implementation.
• Produce all required documentations for all external verification bodies
• Facilitate finance and procurement audit by external auditors
• Manage project activity schedule
• Fallow implementation of all planned activities and negotiate and lobby with internal and external stakeholders
• Negotiate government, industry and private sector partners for sustained partnership
• Convene regular meeting of the project staff and report to the Centre Leader
• Organize notional, regional and international workshops and conferences of ACEWM
• Prepare semi-annual and annual reports
• Supervise other support personnel
• Prepare information outreach and develop marketing strategy to attract potential students.
• Coordinate marketing of ACEWM; monitoring and evaluation activities.
• Coordinate international collaborations and assist in developing new partnership projects
• Coordinate and develop proposals to secure funding from funding organizations
• Coordinate logistics and protocols
• Maintain and manage a newsletter detailing the activities of ACEWM
• Follow the content and structure of ACEWM website
• Assist the Centre Leader in future human resources development planning
• Ensure effective coordination between and amongst individual research project teams;
• Convene meetings of the ACEWM Management, Project Management steering Committee and International, Scientific Advisory Committee, and monitor progress of recommendations made by the Committee;
• Oversee all finance and administration issues, while also ensuring that at least 15% of the budget is assigned to national, regional and international partners (at least 10% is for the regional and international partners);
• Liaise with the ACEII Regional Facilitation Unit (RFU), and the World Bank Office in Ethiopia.
• Perform other related duties.

Skills/Qualifications:
• MSc degree and above in management, leadership, environmental management, water management, water engineering.
• Demonstrated professional experience and leadership in the Water Sector for 8 years.
• Demonstrated experience in World Bank and other Multilateral Organizations supported projects in Ethiopia
• Demonstrated experience in program management, administrative procedures, budgeting and business development
• Experience in building partnerships for development program
• The capacity to work with and influence partners, especially senior decision makers at national and regional levels.
• Experience in motivation teams of people from diverse cultures, backgrounds and expertise;
• Experience, and/or understanding, of the concepts of monitoring, evaluation, impact assessment, network management (partnerships for impact),
• Gender analysis and facilitating stakeholder interaction
• Experience, and/or understanding, and appreciation of the role of communications in an impact strategy, including working with communications professionals to identify innovative ways in which to use a variety of media to reach a range of audiences
• Demonstrated skills in managing programs, including experience of forming operating in and leading interdisciplinary teams that have delivered high quality outputs on time and according to budget.
• Strong communication skills in written and oral English, including the capacity to write reports and to communicate to stakeholders at different levels; persuasiveness in presenting, discussing and resolving difficult issues, by orally and in writing
• Strong interpersonal skills and the proven ability to establish and maintain effective working relations with people, and to interact effectively with a wide range of stakeholders in a multicultural setting, with sensitivity and respect for diversity.

Education and Experience
• MSc/MA degree and above in water resources management, environmental management Social Sciences or related fields
• 8 years and above of project management experience for MSc./MA
• Proven experience in water sector
• Experience in the World Bank project management system

Employment Condition
• Contractual for at least 1 Year with possible extension up to 5 Years based on performance

2.Position: Junior Procurement Officer

Job Summary:

The junior procurement specialist will be a core member of the ACEWM project staff, operating under the supervision of the Project Manager, ACEWM center heads and in close collaboration with other members of the ACEWM. She/he will be responsible for assisting the design and implementation of ACEWM`s Procurement as well as other related activities.
Main Tasks and Responsibilities:
• Support in ensuring full compliance of procurement activities with World Bank and the Government of the Federal Democratic Republic of Ethiopia`s rules, regulations, policies and strategies: elaboration of the effective internal control, proper design and functioning of a client – oriented Procurement Management System.
• Assist in timely and proper preparation of procurement plans their efficient and effective implementation
• Assist the Senior Procurement Specialist in playing a leadership and advisory role to client and colleagues in handling complex procurement tasks and issues.
• Participate as a member of ACEWM team in the development of new projects, project design, review of the procurement plans and prior reviews bidding/request for proposal, bid/technical evaluation reports and contract documents during implementation and post review of contracts
• Closely work with members of the CNCS procurement team.
• Maintain an effective working relationship with internal and external clients.
• Assist in implementing contract strategy in the project funding tendering processes and evaluation, contractor appraisal, evaluations and negotiation of offers, management of the contract and contractor, legal considerations and payment conditions, risk assessment
• Purchase logistics and accommodation for regional students and faculty, air tickets for student and faculty
• Assist in undertaking efficient procurement of goods and services
• Assist the project manager to coordinate procurement under the project
• Support in maintaining project procurement audits according to project requirements
• Assist in preparation of a range of procurement related documents and reports.
• Assists in the management of procurement contracts
• Supports in managing the implementation of the Procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement
• Participates in facilitation of knowledge building
• Performs inspection of properties and reporting on condition
• Undertakes periodic inspection of properties and reporting on condition
• Maintaining accurate Property records with manual and automate system
• Assists in preparation of Semi-Annual and Annual reports with other team members
• Undertakes any other work/task that is assigned by the senior procurement Specialist, Project Manager or Heads of the Center.
Skills/Qualifications:
• Contract administration; purchasing management and communications;
• Experience in World Bank financed projects and World Bank procurement procedures highly desirable;
• Strong communication skills and persuasiveness in presenting discussing and resolving difficult issues both orally and in writing;
• Fluency in written and spoken English is essential;
Education and Experiences:
• BA and above in purchasing management; procurement and supplies management engineering;
• Minimum of five (5) years for BA and three (3) years for MA of relevant work experience;
• Experience in World Bank procurement requirements is a plus;
